It doesn’t matter what subject.
Every single govt report is an attempt by a bureaucrat to get hold of a budget and then to have discretion to spend that budget. In fact, good jobs in the bureaucracy are those which have a lot of budgets accompanied by a lot of discretion to spend that budget or an employment to extort money.

And this is where everything fails.

Subsidies don’t build industries. They fuel scams.

In contrast, correcting market failure or funding interventions has a far higher success rate. It is at least 100x as effective as scam subsidies.

Now what exactly is correcting market failure or funding interventions. Let us take ai as an example. Or mobile phone mfg. or even steel production.

In ai the issue is not that we don’t have a foundational model or neocloud data centres. The challenge is that we are a bit too late for the party and the food has got over. Now we either find a new party like distributed data centres or ai for consciousness and intuition. Or we disrupt the existing party by coming up with a radically new approach. These are not things governments can do. Or should do. If a minister is so damn smart – he should leave his job and build his own unicorn. Or act smartly and not make the foolish mistake of being a me too. And becoming a meal ticket for Nvidia. Or worse using govt subsidies and funds to widen the moat called CUDA that Nvidia has to protect his castle.

By helping to make Nvidia the de facto hardware supplier and CUDA the de facto middleware, he is killing the future prospects of any startup which thinks of challenging CUDA or Nvidia.

On the contrary the right approach is to ban CUDA
